The Anti-bullying and Secondary Education Ombudsmen — Elev- Lærling- og mobbeombudene i Norge

 

Who are we?

The ombudsmen are independent from the local and regional school authorities. We are here to help children and youth when having a problem in kindergarten or in school. In addition, we give lectures, hold training courses to help the schools and students to prevent bullying and know their basic rights in accordance with the Norwegian Educational Act. We are all bound by the regulations of confidentiality.

Kindergarten

The Anti-bullying ombudsmen give advice to parents and kindergartens to help protect the child´s right to safe environment free from exclusion and bullying.

Rules and regulations:
The United Nations Convention on the Rights of the Child (UNCRC), Kindergarten Act and Framework Plan for Kindergartens – content and tasks.

They shall contribute to the children’s well-being, happiness, attainment and feeling of self-worth, and they shall combat harassment and bullying. If a child experiences harassment or bullying, the kindergarten must deal with, stop and follow up on it.  (Excerpt from the Framework plan)

Students in Primary and Lower Secondary School

The Anti-bullying ombud provides advice and guidance to children, youth, parents, and schools to protect the pupils right to a safe and positive school environment free from exclusion and bullying.

Regulations: The UN Convention on the Rights of the Child (UNCRC), and the Norwegian Education Act Chapter 12.

"All pupils are entitled to a safe and positive school environment that promotes health, inclusion, well-being, and learning. Everyone working at the school must report to the principal if they suspect or become aware that a student does not have a safe and positive school environment. This also applies when a student personally states that they do not feel safe and secure. The school must promptly investigate the matter and resolve the situation with appropriate measures." Upper Secondary School and Vocational Education and Training (VET)

The Secondary education ombud are working to protect your rights as a pupil or apprentice. We give advice to pupils and parents regarding the rights and obligations you have in accordance with the Education Act and other rules and regulations. In addition, we all work for your right to a safe environment free from exclusion and bullying in school or when in VET.

All pupils are entitled to a safe and positive school environment that promotes health, inclusion, well-being, and learning. The school must not tolerate offensive behavior, such as bullying, violence, discrimination, or harassment. (Excerpt from the Education Act, Chapter 12)
